Dr. Usman Muhammad Ibrahim is a Consultant Public Health Physician (MBBS, MRH, MSc PH, PhD in Environmental Management & Toxicology, FMCPH, FWACP) with over 15 years of field experience designing, leading, implementing, and evaluating large-scale, multi-stakeholder public health programs across Nigeria’s highest-burden states.
He has served as State Technical Lead for WHO in Plateau, Sokoto, Bauchi and Jigawa, where he led data-driven micro-planning and rollout of new vaccines including HPV and Measles Second Dose, coordinated Measles/Yellow Fever/MenA mass campaigns reaching millions of zero-dose and under-immunized children, and strengthened Routine Immunization, AFP surveillance, and outbreak preparedness for cholera, COVID-19, Lassa fever and other Vaccine-Preventable Diseases.
He currently consults for Scaling Scope Consulting as State Coordinator, Kano, where he leads technical assistance for family planning service strengthening, HRH capacity building, supply chain improvement, and care-desert interventions.
As former State Coordinator for Sexual & Reproductive Health / HIV / STIs / Hepatitis B and Secretary of the Global Fund RSSH-2 Grant Program Coordination Unit in Jigawa, he led integration of SRH, MNCH, PMTCT and family planning into PHC, improved ANC, skilled birth attendance and postnatal care, established HMIS/NDARS reporting systems, led quality assurance, secured donor funding, and developed state sustainability plans.
Dr. Ibrahim has led development of M&E frameworks, data collection tools and reporting systems, and has authored over 30 peer-reviewed publications.
